Hate to say it, but your lengthy analysis is an exercise in futility. The mayor's budget--a suggestion, at best--will be picked apart by the DSA faction plus a couple of useful idiots. Nothing personal, but people who have (in some cases devised) the radical new charter know that no mayor--now or forever--will have any real power. Why? Because he cannot veto anything goofy that the DSA cadres come up with. He proposes, and the council disposes. Period. Anything else is irrelevant--better you should know what's inside the brains of Angelita, Sameer, Teacher Tiffany, and Mitch, plus Steve, and Candace. They run the show.
